An NBC shelter is a very specialized
construction designed not just to protect from blast effects and
shock waves. An NBC shelter protects from the immensely
powerful shockwave following a nuclear explosion and from the resulting
radiation. The NBC shelter also provides protection
from other contaminants resulting from a biological or chemical
attack. I think it will be obvious that the parameters the NBC
shelter is required to cope with and the solutions that an NBC

Should you be in the position to consider
constructing an NBC shelter or purchasing a purchasing a mobile
NBC shelter then there are a few important considerations you should
know about.
Placement – a permanent NBC shelter should be constructed, ideally,
underground and on bedrock! Whether permanent or mobile, never
place an NBC shelter over an underground water source! Never near
gas mains!
Check with civil defense authorities for NBC shelter construction and
material protocols. This is vital because ordinary reinforced
concrete, though strong, isn't strong enough to withstand a nuclear
shock wave.
The
NBC shelter also protects from biological and chemical
contaminants. This means the shelter should be air tight and have
reliable air filtration and air supply systems that can be serviced and
repaired from inside! Again, check with local civil defense
authorities for relevant standards.
Power – all emergency equipment will need power. So long as mains
power is available for the NBC shelter there is no problem. But a
backup generator that can be operated and serviced from inside is
vital. Additionally, a good supply (a least a week) of battery
packs.
Water – as with power and air, vital! Incorporate water
filtration and purification system inside the NBC shelter and stock at
least two weeks supply of bottled water. Remember, you can
survive without food, but not without water.
